Managing Information Security in Blekinge Healthcare System
Information System and its security has its significant role in Healthcare organisation. In Healthcare the Electronic Health Record (HER) which stores patients information is very sensitive which has to be managed carefully to avoid unauthorized access from others. The quality of service depends on the information management system which has been used to store and manage patient's information and shared among the required departments. It concentrates to make the information accessible and available between users of the information. This course work explores the importance of Electronics Health Records (EHR) and the ways these systems are accessed across various tiers of management and makes the business activities smooth. Here the Blekinge Health Care Systems has been investigated to prove the importance of Integrated Information System. It uses the protected systems to manage and share sensitive information across various levels of management.
Technology and information systems is growing rapidly to mange sensitive information more carefully and to protect from unauthorised access and usage. Information system age has created lot of tools and systems to manage information to make decisions provide information across departments when required and improves the quality of service provided. The patient's information is stored in the form of Electronic Health Records (EHR) and well organised to give optimal support to everyone at all states. This aims in providing good care from its right information and at the right place and right time.
Aim and Objectives:
The main aim and objectives of this coursework is to prove that the integrated MIS assists optimisation under three main functions
v Centralised information across various departments
v Helps in faster decision making at various levels of management
v Serve as the factor for competent management process.
These objectives were analysed in service industry, of Blekinge Healthcare system through various measures of theoretical framework to possible identify the role of healthcare systems in service industry.
HISTORICAL BACKGROUND OF MIS:
In olden days, the information for an organization have been done manually, they were not using the daily process to store the information for them. They don't have more technology to store the daily information for their organization but they were in position to store their everyday's routine information which is very essential to maintain their information. So this thing was a great hassle for them to develop their organization, the time when they were struggling to transfer and store their information of their organization The MIS have been started to exist throughout the world which was spreading quicker. They felt it was faster and reliable to MIS. The MIS made their work easier and simple to store their daily routine information which was carried out in the organization. Not only the Managing information system made the work efficient but as well its it is used take care and to measure their accounts, store their employees details material resource and everything in safe hand. (Staires RM and Reynolds G 2007)
Functions of Managing Information System:
Managing Information System is otherwise known as information technology management in which technical tools are used to administer information across the required group. This differentiates from Enterprise Resource Planning (ERP) which is not decisive for making decision. In general Management Information System collects, transmits, process, store and maintain information for future using technological or computer peripherals. There are a variety of functions in MIS, like,
Ø Data Processing, includes diffusion, collection, storage, which can be accessed any time in future
Ø Functions of Prediction, as it predicts the future with historical information and investigating rationally
Ø Function of Plan, provides a stage for all departments in planning report to attain management goals
Ø Function of Control, monitors and controls the operations to help analysing the reasons after deviation
Ø Function of assistance; serve in instant decision making supporting other mathematical models and assessment of facts and statistics.
Characteristics of Information Security:
Healthcare systems are the most vulnerable systems in any country where it's effectively maintained to achieve the privacy and safety to patient's electronic information. Information security has gain prominence and it's the main requirements of CIA. The following are some of the characteristics in fulfilling the security needs and requirements.
Ø Availability of right information at the right time at the right place
Ø Integrity of being unaltered and reliable
Ø Its so safe ad secure and unavailable for unauthorized users
Ø The operational performance is regularly monitored to check its accountability
Fundamental components of Integrated System:
Encapsulation group of every part in any system makes up the system functionally. This works out in a layer in any organisation depending on the organisational and persons role in using the information. This layer requires significant level of security. The elements like DSS, HER, patient summary and support system are the most important system in maintaining standards in the healthcare industry. The standards and regulatory frameworks are related with structure of information laws and structure.

The culture of the organisation serves as the important factor in any organisational function and more it's flexible is more effective in attaining corporate goals. MIS is the important tool in an organisation in collecting data and to take planned decisions. Any divergence at any level of organisation will affect the organisation objective to be attained as per planned. Hence, the culture and way of communicating along the various levels of management in Blekinge Healthcare organisation plays an effective role in framing roles and strategies (Bryson 2006).

The challenges has been rising up for the EU in providing healthcare services and care to elderly population and many opportunities to the service providers of private and public healthcare services to provide quality services to patients and external customers concerned. This enables the citizens of the country to gain information and care through standard processors of the service. The eHealth is fairly recent in the industry and it supports various electronic communication processes. In the views of G Eysenbach (2001) healthcare is the developing field and HCI which intersects medical informatics, public health and business which provides health information and services. Blekinge healthcare services include emergency services for both in-patient and out-patient involving specialised medical resources. The medical care, intensive care, childcare habilitation, eye care, ear care, etc., are being offered in the healthcare of blekinge system. In the words of Dr. Rory O'Connor, the systems are more interactive like the internet web portals, interface is used to make the interactive design of communicating information and other patients related to the concerned people through various channels of communication.
Information is one of the major assets in any organisation like finance, human resources, accounts, and other departments in the healthcare. has to be managed to ensure operational success and failures in managing the company from fail (Ward, 1995). It has changed drastically over the last few decades in which many researchers had been bringing out the evolution (Nolan 1979) using various models in processing the gathered data at various stages of purposes. This era has latter been criticised by Wiseman (1985), by dividing into three different stages, viz.,

Hence, the Managing Information system has then been in radical changes to improvise the standards of various management and operational groups. Information system has been used to make up decisions and strategies gradually in the development process to optimise the operational needs at various managerial levels (Galliers and Somogy 1987). Integrated Managing Information system has been set forward on being based on managerial and development implications (Hirschheim et al 1988). Eventually this has changed the focus away from delivery stress to utilize the information across departments to optimize the benefit (Ward, 1995).

Blekinge Healthcare system is a service organisation which provides various healthcare, medicare, childcare medical supports to provide efficient services to citizens of the nation by properly managing the information and providing effective services. The Blekinge healthcare system contains so many Doctors, Surgeons, Clinicians, and all support workers, and framed in a proper organisational structure to provide effective support at the right time to the right people.
The organisational structure is very vital in providing effective support to the required group of members based on various information and authority they have. The top level contains the management team which controls the overall healthcare projects of the county of all public and private healthcare service providers. The top management prepares budgets, controls the process of growth and the movement of information and work progress of the industry by evaluating the services given to the patients and their satisfaction level. Next comes the Information management system team who manages all the information systems and other related Information systems.
Sharing information across departments:
Managing Information System has been converted from data processing to one of the most important tools of management. This has been the outcome of failures in the appropriate systems of management and it created the need for some management tool to support the information available in the healthcare management. Hence usage of improper systems in the organisation will make failures in the organisations. The development in the technology has created various factors to transfer the performance in the various levels of management. Blekinge healthcare systems has introduced various computer systems which collects information from various systems and departments and centralised to share at various points of management and end customers, like CASEMIX. The information's gathered at various steps from the healthcare system has to be grouped and processed so it can be retrieved at any time at various points to take care of the national healthcare management programmes and to take proper care of the patients and clinical directorates for various management resources. This advancement in the technology and information system has provided staff assistances, smart nurse assistance, roistering for patients care, monitoring and managing operations process of the management and recording of all operational procedures has been made simple through effective information systems.
Quick Decision making at all levels:
Decision making is the important management tool, in the management to attain growth and competing other rivals in the industry. Hence the availability of the information to various groups and various management levels is necessary to have right information at the right time. The integrated information system has been an effective tool in gathering and integrating the information of the patients, doctors, managements and all other persons in the process, has been collected and processed and stored in an format everyone authorised to access and use can retrieve at any time. The first level of information system has wiped out and cleared various disadvantages that exist previously in the organisation previously. Hence, integrated management information system includes the views of sales support assistant to top management to compile everything and customised to access the required information in the required format. The XSEL and XCON systems and their introduction in the manufacturing industries has increased the performance level of business and reduced the defaults and it introduced the artificial intelligence has improved the performance of the entire system. The interactive methods of the integrated managing information system have developed to provide customised support to all levels in the healthcare system. The service industry is one of the industries that have been growing rapidly when compared to the manufacturing and production industry. In this industry it requires to use accurate information from all levels like users, customers, general public, patients, etc, to provide them the required support or service. The Blekinge healthcare system which controls the overall national healthcare related issues to provide its citizens a good support and required services to improve their standards of living. The information system has been an expensive one in the industry as the technological tools and its security and maintenance are very expensive, and the EU health system has been in its changing stage over the last decade to cope with the organisational culture which has going into international levels and multinationals (Mumford, 1991). The traditional systems were concerned on small initiatives and connect only a few departments and not the whole system. The new technology and its advancement has improved the ways it works and it has connected the whole national system so to improve the level of services they provide to the national public. The large scale health information system has been developed using legacy systems. The European Union has been merging all the national healthcare services, to improve the effectiveness of the services to everyone in the European Union. This uses various tools like Electronic Patient Record (EPR) which is accessed by clinicians in providing proper care to their patients. The EPR interface is using Integrated Clinical Work Station (ICWS) to enhance the performance of operational management.
Impact of MIS upon middle managers of Blekinge Healthcare System:
It has been clearly proved by most researchers that the introduction of Managing Information System has increased the operational output and has become the major tool for everyone in the management for various purposes including planning, decision making, monitoring and controlling (Dopson and Stewart, 1990). The Patient Administration System (PAS), Hospital Information Support System (HISS), etc are some of the major systems that has been introduced in the healthcare services side to improve the national health services, including both private and public (Drucker 1988)
Supply Chain management and MIS:
Managing Information System and Supply Chain management are the two major factors that connect the various departments to carry out smoothly the functions of providing health related services to everyone in the country. The Supply chain management has then renewed via Value chain management which has been done by implementing Managing Information Systems in the organisational structure. The MIS has been framed to work in real time and provides real time support to everyone in the supply chain and it tracks the movement of products or services along the chain and its progress. MES is the system which is implemented the possible time it will take to reach the concerned place. This decreases downtime and improves the performance.
The Integrated Management Information System (MIS) is growing importance in the current trend, where the meaning of information is at its high and its security. The information once accessible for convinced cluster of people can be swapped with others for various activities including management, operation, operation, etcetera and includes the security importance of the system and its expenses to maintain the real time database and its protection. There are many things to make the integrated managing information improve viz.,

Hence, it is crucial to protect their data securely to use the same for recovering the concert, usage at different levels.
